Do you have to remove the cam shaft sprockets when replacing the timing belt?

Do you have to remove the cam shaft sprockets when replacing the timing belt?
<center><img src="http://2jdesigns.com/jake/audi.gif"></center><p>In my Bentley manual they say the cam sprockets need to be removed, I can't figure out why. They provide this picture:
And this text:
" Pull off both camshaft sprockets with special tool T40001.
- Reinstall both camshaft sprockets with securing plates and tighten hand-tight again.
Note:
The camshaft sprockets should be just tight enough on the camshaft tapers so that they can still be turned but do not move axially."
I don't get why you remove them? And is the special tool necessary?<ul><li><a href="http://www.samstagsales.com/images/t40001.jpg">Special tool: Matra T40001</a></li></ul>
And this text:

There's a cam shaft holder that you need
<center><img src="http://pictureposter.audiworld.com/6629/timingbeltinstallpart2_001.jpg"></center><p>A friend of mine with an A4 2.8 just did the job and I'll be using the tool for mine. Sprockets do not need to come off.

no need to pull the sprokets... see attached write up..
