Default Need some help here with Federal and Sate Emissions laws:

Does anyone have a link to some websites that deal with emissions law. Such as the one dealing with fines for installing "Test pipes" etc...? I am actually in communication with the State Representative in Massachusetts who is drafting this controversial new law here toward modifying exhausts. She has some questions, and I am trying to help her staff. Thank you...

Default You need the Federal Clean Air Act (they call it the Clean Air Act)

The law is not complicated, you cannot remove or alter any emissions related equipment.

You want Part II, more specifically Section 203 says what is prohibited and Section 205 calls out the penalties. I would paste it here but it is too long.

Each state has it's own laws, but they generally follow the Federal law (except for California and some Northeastern states) becasue they have to, not because they want to.

Clean Air Act (Federal)
