14psi max boost. Any ideas?

You sure it's not just a loose hose connecting to the boost gauge?
When I first connected my gauge, the hose was not fitting flush and I could hear the wooshing sound. However, if the power feels like stock that may not be it... depending on how good your butt dyno is. :-P

Evan, check the cloth covered vacumm hoses...some of mine deterioated under the
cloth covering...the rubber just crumbled. i replaced them with silicone and got boost back to where it should be.
also, there's the 160 degree hose on the passenger side near intake manifold...some reports that a tear there will cause boost not to get above a certain level. the tear might hold to 10-15 psi, but after that, the rubber gives way and you lose boost there.
like Natty Boh says, best to use a pressure tester to really check, but sometimes a thorough visual check will do the trick.
BTW, you should romp on it more.
