Bad headlamp sensor servo on LT FRT suspension?

Bad headlamp sensor servo on LT FRT suspension?
Over this past weekend I noticed that my headlamps were abnormally low. They look like their hitting the ground about 30-40ft in front of the car. When I turn on the will do their normal slight up and down motion but they are still too low. I am wondering if the rattling noise I have been having for the past year is from the servo mounted on the lt frt suspension going out? Has anyone had one of these go out and is that what it might be?

check to make sure the leveler arm is not disconnected >>
drivers side front and rear suspension. you'll see it - it's a thin steel arm that goes from the control arm to a sensor (black box) in the wheel well.
