Default Cooling intake air an observation

I recently read a brief review of the Mitsubishi EVO, which despite it's looks is clearly a hell of a fast car. The article had an interesting little detail which was that the driver has a controllable evaporative cooling switch that sprays the intercooler and thus giving the motor a lungfull of cooler more HP making air. How does this sound to you guys (Jenner, MNE?) It struck me that a car that is thought of very highly (especially by the British motor press) would not indulge in something frivolous. It seems like we could do this by using the pocket that is not used by the 2nd intercooler and fabricate a fairly simple device with a wiper sprayer and bottle and run the tubing across the front. On a related subject does black rubber seem like a good material for the hose that leads right to the intake manifold? The liberal use of that heat retarding fabric in our engine compartments seems to suggest otherwise. Or is this just picking fly**** out of pepper. Your educated and always thoughtful opinions are welcome.
