From what I can see, you should be able to operate the switch..
to give you a better idea of where it goes. Somewhere along the left side I believe. Although I haven't ripped into mine yet so I am not certain.

Step5 Insert Brass (copper) into place <click pic for details>
Before placing insert into place. put the face cover back on and the switch (with out putting the rear jacket on) to watch the switch in operation as the switch is moved. This will so you what the switch is doing and help understand what this mod (insert) does.
The connector that is fabricated actually maintains the power to the fogs when in the parking light position vrs taking power away when in that position.
The NA version of the switch has a bump on the plastic wheel that rotates when the switch is moved providing or taking power away from specific pins (brass rods on the bottom of switch) to operate (like a music box that pluck strings to make music off a rolling disk). There is no visible way to remove the plastic rod to modify the rod itself (removal of hump that disconnects power to fogs when parking lights are on), so this mod (brass/copper insert) maintains power to fogs by bypassing power when the plastic rod tries to remove power to the fogs.
