I haven't done this job myself but according to my shop manual and what I read here the dashboard has to come out. Some posts say the windshield needs to come out to get the dash out. It is certainly a big, expensive job.

I would definitely flush the heater core with some CLR to see if that clears any clogs before taking the dash apart. I recently had very little heat and suspected the heater core but when I flushed it the water flowed in both directions with no problem so I moved on. The culprit in my case was the flap actuator that switches between fresh air and recirc somehow failed in a way that mostly closed off both. I forced the door flap into the recirc position and I now have heat.

Standard automotive troubleshooting techniques apply for this scenario. You may have to learn them if you don't know them. Or pay someone who does. The service manual is a great start.
