What is the best procedure for removing the four rivets that hold the front license plate holder on to the vehicle?

I had the same problem to replace the horns that are behind the licence holder. Just cut the revets off and replace them with screws. Hope this help.

If you are looking for a permanent removal of the plate and don't want it on anymore, I would suggest replacing the front part of the bumper with a new piece. The proper way to install the license plate by the dealer is to remove this piece anyway before drilling and riveting. I asked the dealer not to install the plate in the beginning and don't have any holes in my bumper.

Personally I would get a second bumper filler and then you can put the plate on when YOU want it on.
