Default how to test LCD display outside of car

I am trying to bench test an instrument cluster, the only thing I am testing is the LCD display. I have tried several different versions of the VCDS software and they all connect to the "interface" but when I try -17- Instruments, I get the error message, "no response from controller". I think I have the wiring messed up. I bought a cheap USB cable on the Internet and I have an OBD connector plug from a junk yard wired to the blue and green instrument cluster plugs. I wired it like this:

Green cluster - nil

I twisted together Pins 1 and 23 from the blue plug along with Pin 16 from the OBD connector, I connect the 12 volt power to these three wires.

I twisted Pins 9 and 24 from the blue plug together along with Pin 4 from the OBD connector and I connect the 12 volt ground
to these there wires.

I twisted together Pin 25 from the blue plug (K Line) to Pin 7 on OBD Plug.

Do I need to do something with the green plug? There is a wire on the green plug that is the same color as the K line (it's the W line) and I tried twisting that in with the K line wires but that didn't change anythng.

My power supply is 12V 2A if that makes a difference.
