Two separate problems; I would look into the starting issue first. But don't spend time and money on coil packs and plugs, yet, because that's not what is keeping the car from starting. Remember the engine needs three basic things; compression, fuel, and ignition. Are you sure it has compression? Does it sound like a normal starter, or like a sewing machine? You might want to remove the upper cam sprocket cover and check the belt condition and tightness. Next, the fuel; pull a spark plug after trying to start- does it smell like gas or not? If no gas smell, then the fuel injectors are not operating, or the fuel pump isn't supplying pressure. The good thing about a non-starting engine is that the root cause is usually found quickly.
