The other issues have to do with the Central Convenience Control Module, have the CC CM scanned for fault codes.
The official fix for the horn backup battery, is replacement of the alarm horn.
There is a write up on the TT forums, describing opening the housing and fitting a new battery instead.
As you found out, if the VAG-COM scan can't establish solid comms with the Convenience Control Module, then the control module is defective.
The Central Convenience Control Module controls all of the locking and security alarm functions, as well as manages the remote locking transmitter/receiver functions.
The B6 does not have a Central Locking Control Module. The functions of the CLCM are incorporated in the CCCM.
One of the most common causes for failure of the CCCM is water leaking into the driver's side and running under the carpet where the compartment with the CCCM is located just forward of the driver's seat under the carpet. Make sure there is no water under the carpet.
A used module can be purchased a for much less money compared to a new part.
