problemo : rough start / whirring sound from 2k rpm on

i have pretty much found out what the problem is, some hose seems to have come loose. however, i can not get it back on all the way.. i figured i could push it back all the way in, but thats not the case. i used a wrench and still no luck.. so i can start my car fine, but i have to reset this hose every single time i start the car, or else i get rough idle, and the car turns off.
is there some sort of clamp that secures this hose to its spot? in the pic it looks good, but i took the pic AFTER i had pushed the hose back in. any help would be appreciated.
