Solved my parking problem
Bought one of these today, and am installing it tonight. I found out that there is no waiting period or ticketing before the city will tow someone.

Didn't quite completely solve parking problem.
I put the sign up, and less than 20 minutes later, the neighbor put cones in front of my driveway to block off a section for his wife to park. I went over and talked to him, but he said that he will not take away his parking cones, and doesn't feel that I can do anything because we don't usually use our driveway, and that gives him the right to block it off. He started going off about how he thinks the owner of my building is crazy, so he doesn't have to listen to a no parking sign. So I've decided, I'm going to wait for his wife to park there, and have her towed. And after about 2 or three times, I expect for them to get the message.

Sounds like the kind of moron that will feel "justified" for taking physical revenge.
Get a minicam to cover your car because this is the type of heinous AH who'll sneak around at night and damage things.

Yeah, well he just threatened to do that right after he ripped the sign down.
He said that this is Mardi Gras time and bad things happen to cars as he went into his house and slammed the door. So I'm going tomorrow early to buy a surveilence camera. I was planning on buying one for a while now, but now I think I have to. I'm going to park away from here tonight so as to keep my car safe.

If he came on your property and ripped down the sign call the police NOW!
You need to establish him as the culprit if anything happens to your car. Otherwise the AH is going to keep intimidating you.

Well...
I know I should, but I'm just going to let it slide this time, and basically, let him win this part of the argument. When we walked up to him to talk, he thought that we were going to fight him right there. I'm not like that. I rather prefer to let lawyers take care of disputes. I'm a big guy, but I don't think I'm very intimidating, and I don't like the idea of a serious confrontation. I don't think that the police will help in any way because, he didn't do any real monetary damage. Sign was $4.00. I just think letting him do what he does is the right way to go. If he does damage to either my vehicle or my roommates, then I will have video of it after I install a surveilence camera. I will let the police deal with it after that point.
Moral of the story is: I'm just plain scared to do anything because I bruise like a peach.
