It WILL open all the way if you hold the switch in the full open postion.
It defaults to the 3/4-ish open postion because wind buffetting gets pretty noisey, and irritating, past 3/4 open at speed without the rear windows cracked a bit.
And no, there's no way to modify it.
The B6's defaulted to all the way open and you'd have to move the switch to 3/4 to get the wind noise/slap to a reasonable level. It was really annoying.

The B6's set up was better. If you only wanted it open 3/4, you turn the
switch to 3/4. Want it open all the way? Turn it all the way. With the B7, it is a two-step process to get it open all the way. That isn't progress IMO.

You probably didn't realize one thing about the B6 switch...
The switch "notch" at the 3/4 position requires slightly more force to overcome than the rest. I've never turned the switch pass that position unintentionally, even when I wasn't looking at the switch.

You're right. I never noticed that about the B6.
I'm guessing a great many folks didn't notice it either and ended up complaining about the wind thump with the sunroof all the way open.
I suspect that's why Audi changed it on the B7.
