running cold continued, would the fan come on if thermostat
was stuck open? guage gets just out of the cold mark then goes down below after a few minutes of driving(as if the thermostat was operating properly)i get good heat but guage is buried in the cold . and when i got to work the radiator fan did come on . I dont wanna replace a good part so any guesses.

As noted before, your gauge may not be accurate because of either a problem with your instrument cluster or your multifunction temperature sensor.
If all your coolant hoses get hot when the engine is fully warmed up and if the fan comes on appropriately (like after you stop driving or when sitting in traffic idling), your coolant is reaching proper temperatures. You are not "running cold", your gauge is not giving you an accurate reading.

mine stays at the 3rd mark most of the time
the fan comes on when it gets just past the first single mark only. never gos past that point.i do have good heat coming out of the vents but it takes a few min longer than i think it should. i orderd a tstat from audi and new hoses to instal. i did replace the radiator from a parts car a few weeks ago and i know this is not right it should get hoter than that. i dont recall it runing so cool until i had the radiator bust a few weeks back. it has geting colder here but still it should run hoter hope i am on the right track any ideas? It is not unheard of to buy a new thermostat that is defective........
with engine having warmed up, and one radiator hose hot to the touch, while the other radiator hose only warm to the touch leads me to think that the thermostat is stuck in the open position. Sounds like it is not opening up when coolant temp reaches around 180 to 190 degrees. I don't think the replacement radiator is the problem.

Most of these t-stats fail in the open position. The main symptom of that would be that the temp drops when moving/driving on the highway. Temp should come up if the car is just idling. Does your guage fluctuate like this or is it always reading cold?
Best way to tell for sure would be to pull up the coolant temp on the climate control head.

http://quattro123.com/Audi200ClimateControl.htm</a
