some new 5mm ID vacuum hose and a couple of those bastard crimp clamps. Does anyone know of the right tool to use to crimp the new ones down given that they are in such a tight spot?

$3 end cutters, meet grinder :)
Get a cheap set of end cutters (the ones with the blades at 90° to the pliers, hope you know what I mean) and grind down the edge a bit. Cheaper the better since good ones will take longer to grind
Or just use zip ties and screw clamps. That's what I do in most cases. I hate crimp clamps
