Bolts around Spark Plugs

Bolts around Spark Plugs
Hi,
I noticed a little oil residue on some of the bolts that are around the piece where the oil is put in on one side and the spark plugs are attached. This is the valves I believe. Are these bolts and the washer something to change after 100K miles or maybe they dripped some oil when recently changing. Noticed some oil consumption and though it could be dripping from there. If so, what is the correct DYI change those bolts and washer.
Also, is there a fluid to add to high mileage car for oil consumption or a very small leak that's safe or some recommends to try.

Ok those are valve cover retaining bolts.I don't see anything that would concern me or explain "oil consumption" .It never hurts to give these bolts a bit of a twist as mileage rises.When you speak of consumption how much over how many miles ? What oil are you using ?
