The system you’re talking about senses an impending collision and applies the brakes to mitigate damage. It does not guarantee you won’t hit the car in front of you. To have the ability to follow traffic autonomously you must have Adaptive Cruise Control.

I suspect it depends on the speed - if you are moving very slowly, the system may "expect" you to be paying attention and not brake. At moderate speeds, I've found it will brake - hard - if it detects an obstacle that you're not stopping for. Hard enough and close enough that a following vehicle may hit you. It will certainly brake if you back out into cross traffic, again, hard. It's not a system you rely on to brake for you; it's a system that will - maybe - make a last ditch effort to avoid hitting something when all else fails.

If you do not have adaptive cruise, and you are going down a hill with cruise engaged, if you reduce the cruise speed setting, does it apply the brakes to slow you down to the new set speed even if the car would not have slowed down while coasting?

Yes, standard cruise will engage rear brakes and slow you down. I sometimes wish there was a setting to have cruise on, but also let it coast, but seems when it is on, it is very accurate. On long trips in mountains, I swear my rear brakes wear more than front...
