There have been at least several people that I've seen reporting that sort of wear with their Eagle F1 tires. I have those same tires, and at 16,000 miles mine are not as bad as yours were, but they are still showing very premature wear on the outer edges.
Something was wrong with those tires and the alignment out of the factory.

Agreed, ours had the same issue on the 21” wheel in Black Optics package, went to the Conti 295 size and works well, also a 50k warranty
