My passenger wiper does not stay flush with the windshield...
Even replaced the wiper and no luck.. almost like the wiper arm needs new springs or something. Is this very common?

you need to take apart the rubber blade from the 2 metal strips that hold it.
the metal strips need to be turned upside down to form a bow effect. Most likely the tech didn't put it in the proper orientation. If you can look at the box from where the rubber replacement blades came from. There is an illustration of how it should bow.

I would think they put it on wrong so that the wiper does not follow the shape of the windshield. Then it indeed does not work well.
