At which RPM range does the turbo kicks in?

Depends on what gear you are in and how you are driving...
From a standing start it *appears* that boost kicks in rather late, around 2800. In reality the engine is accelerating quickly and the turbo need time to catch up. In a higher gear, the turbo can spool more quickly than your car can rev (or - from another point of view - your car will rev much more slowly, allowing boost to arrive at a lower rpm).
Your car will produce boost at a pretty low rpm. For instance, if you are cruising in 6th at around 55 mph (~2200 rpm) and give it gas, your car will produce boost at this much lower engine speed. Mine does it almost instantly.
