Default ECU Installation

I'm getting an ECU for my 2018 TT RS and according to one vendor it days about an hour to download and Dyno the car. Another vendor quoted me 3 days. Why would an upload require 3 days? This vendor informed me that the ECU is actually coming from the manufacturer in UK and not APR.

Maybe someone can provide more details?

When I got my A5 tuned (Stasis-APR) the ECU had to be removed, sent off to APR for re-programming, and returned/reinstalled. It took closer to a week. Some ECU's can't be reprogrammed in situ depending on how they are mechanically and/or firmware locked or given a vendor's unique process which may involve post-load QA testing.
