Default Timing Belt Tension--Not sure if I've done it right.

I worked for years as a bike mechanic and my thumb and forefinger are stronger than most from mounting tires. When it says the belt should barely make it to 90 degrees, how hard should I be pushing on it? Also, my manual says to measure between the tensioner and the cam pulley, but the distances are different. Should I be measuring at the driver's-side of the belt, or the passenger-side of the belt?

Thanks

basically, if you can turn it 90s, and not much farther, you're fine. You don't want it too tight.
